Then you can just slowly strafe in the air (see section 3 of bhop guide), allowing you to control your direction of the flight. If you bound it to scroll wheel, a double input from the wheel would immediately trigger the spam penalty and fail the jump, whereas a single press on a key would have a bigger window to register and successfully bhop.
